Article summary

Overview

Budgets in Cost Analyzer track Azure spend against defined limits and trigger alerts at configured thresholds. Issues with budget configuration, alert delivery, or consumption tracking can leave cost overruns undetected. This article covers the most common budget issues and how to resolve them.

Business value

  • Restore budget alerting quickly so spending thresholds remain enforced
  • Identify misconfigured budgets before they produce misleading cost data
  • Ensure budget alerts reach the right people at the right time

How it works

Budgets in Cost Analyzer are configured per cost group and define a spend limit over a billing period. When spend crosses a configured threshold percentage, Cost Analyzer triggers an alert to the assigned recipients via the configured notification channel. Budget consumption is updated on each successful import cycle.

Troubleshooting

  1. Budget alert not triggering despite spend exceeding the threshold
Cause: The budget threshold was crossed between import cycles, and the alert has not yet been evaluated against the latest data. Alternatively, the notification channel is misconfigured or the alert recipient address is invalid.
Fix: Verify the latest import completed successfully. Check the notification channel configuration under the budget settings and confirm the recipient email address or Teams webhook URL is valid and active. Re-save the budget to force a threshold re-evaluation.

  2. Budget consumption shows 0% despite known spend in the subscription
Cause: The cost group associated with the budget does not include the subscription or resource group where spend is occurring, or the most recent import failed.
Fix: Review the cost group configuration and verify it includes the correct subscriptions, resource groups, or tags. Check import status and resolve any import failures before re-evaluating budget consumption.

  3. Budget amount resets unexpectedly at mid-month
Cause: The budget period is set to a rolling window rather than a fixed calendar month, causing the reset date to fall mid-period.
Fix: Review the budget period configuration. If a calendar-month reset is required, set the budget period start date to the first day of the month and ensure the period type is set to monthly.

  4. Receiving duplicate budget alerts for the same threshold
Cause: Multiple budgets are configured for overlapping scopes (e.g. a subscription-level budget and a cost group budget that includes the same subscription), both with the same threshold and recipient.
Fix: Review all budgets associated with the affected subscription or cost group. Consolidate overlapping budgets or adjust recipient assignments so each alert is routed once to the correct owner.

  5. Budget threshold alert fires but the linked escalation policy does not trigger
Cause: The escalation policy is not associated with the correct budget, or the escalation delay period has not yet elapsed since the initial alert was sent.
Fix: Open the escalation policy configuration and verify it is linked to the correct budget and threshold level. Confirm the escalation delay matches the intended response window. If the delay has elapsed and no escalation was sent, check that the escalation recipient configuration is valid.
