Cost import troubleshooting – CSP subscriptions

Overview
This article addresses cost data import issues that occur specifically on Cloud Solution Provider (CSP) subscriptions in Cost Analyzer.
Business value
CSP subscriptions have a different billing access model than direct Azure subscriptions. Identifying the root cause quickly prevents prolonged gaps in cost visibility and keeps your budgets and reports accurate.
How it works
On CSP subscriptions, cost data access is controlled by your CSP partner. The CSP must explicitly enable Azure Cost Management features for the subscription before any tool — including Cost Analyzer — can read billing data. If this feature is not enabled by the CSP, import attempts return empty or blocked results even when the subscription is otherwise healthy.
Troubleshooting
I cannot view billing data for a CSP subscription
Cause: Your CSP has not enabled the Azure Cost Management features for the subscription.
Fix:- Go to the subscription in the Azure Portal and check the Cost Analysis blade under Cost Management.
- If no data appears there either, your CSP has not enabled Azure Cost Management features for the subscription.
- Request your CSP to enable the Azure Cost Management features. Once enabled, you can validate this using the cost analysis view in the Azure Portal.
- Turbo360 automatically resumes importing billing data once this is resolved — no manual action is needed on your end.
Cost import was working but stopped after a CSP partner change
Cause: When a subscription is transferred to a new CSP partner, the Azure Cost Management policy is reset and must be re-enabled by the new partner.
Fix: Contact your new CSP and request them to enable Azure Cost Management features for the subscription. Once confirmed in the Azure Portal Cost Analysis blade, Cost Analyzer will resume importing automatically on the next scheduled import cycle.Cost import returns data for some CSP subscriptions but not others in the same tenant
Cause: Azure Cost Management enablement is applied per subscription by the CSP, not at the tenant level. Some subscriptions may have the feature enabled while others do not.
Fix: For each affected subscription, verify the Cost Analysis blade in the Azure Portal. For subscriptions showing no data, request your CSP to enable Azure Cost Management individually for each one.Cost import fails with a permissions error on a CSP subscription
Cause: Even when your CSP has enabled Azure Cost Management, the service principal used by Turbo360 may not have the Reader role on the subscription.
Fix: In the Azure Portal, navigate to the subscription > Access control (IAM) and assign the Reader role to the Turbo360 service principal. Then re-trigger the cost import from Cost Analyzer.CSP subscription cost data is partial — only the current month is visible
Cause: Some CSP configurations limit historical cost data access. Azure Cost Management on CSP subscriptions may only surface data from the point the feature was enabled, not retroactively.
Fix: Historical data prior to CSP enablement cannot be retrieved. Going forward, data will accumulate from the enablement date. If historical data is critical, contact your CSP to clarify the available retention window.
